That’s a tough call. Hormones can do a serious number on a persons hair, and  sometimes products/techniques don’t help. BUT: Have you tried Nioxin? It’s a brand for people with thinning hair but works well if medication or hormones have made it weak or hard to manage. It helps balance things at the scalp level, and the idea is that it will help hair grow faster and stronger. I’d start with the shampoo/conditioner.

For frizz, I feel your pain, it’s hard to get rid of frizz without a flat iron, but heat damage can make the already weak protein structure of your hair worse. The Soy Mellow stuff I posted about works great for frizz if your hair is wavy or straight and you blow dry it. Try using a nozzle on the blow dryer and always point the airflow down, that should help smooth down the cuticle.  If you have curly hair, use a curl cream mixed with a anti-frizz serum and let air dry, the heat from a blow dryer can make frizz worse.

For the breakage try a strengthening deep conditioner (Paul Mitchell makes one called Super Strong Treatment) just use it once a week or every two weeks, since too much protein will make your hair brittle.
